the setup is probably more important than anything. with the motors being so equal and the gears the same you really have to have a great setup. the kart needs to be real free and try running a high cross weight and get your stagger right.

I'd agree with stagger being critical and that being as little as possible. Also, take full advantage of the 35" circumference rule.
As far as setup, I'm not so sure that really matters at the relatively slow speeds these little guys are running at. Aside from the rear stagger and circum, you need to make sure nothing is binding in the chassis like bearings and such.
Oh yeah, and make sure they are running at full throttle. You'd be surprised at how often they may not be.

What would be the numbers on the scale to set up and also roll out stagger camber? And anything else I need to know to set him up. Thanks

I'll have to take some of what I said in the earlier post back. Setup may not be the critical factor, but you can't completely ignore it. Using a baseline setup suggested by you kart manufacturer will get you close.
Get roll-out as close to what is allowed by the rules (35") on the RR. I set the stagger as low as I can and still have the kart turn for my driver; usually between 3/8" and 1/4".
